If prosecutors assume Donald Trump will use his pardon powers on federal crimes, then it should be the responsibility for states to step in as well, after all it’s the safety of their communities that are at risk.
I’m not a lawyer nor am I an expert in criminal law, but why don’t states consider bilateral charges?
